For small kids under six, the Dock Demon is where you start

The Zebco 33 is my general recommendation, but for the truly small set — kids under six or with smaller hands and frames — the Dock Demon is the better starting point. It’s shorter, lighter, and easier for tiny arms to manage. I’ve seen too many frustrated little kids trying to wield a rod that’s too long and heavy for them. The Dock Demon fits their scale and makes that first cast feel achievable rather than overwhelming. Start here, then graduate to the 33 when they’ve outgrown it.
