Most major waterfalls (Niagara, Iguazu, Yosemite) have regulated flows anyway — hydroelectric or irrigation diversion means the volume is already managed. Summer tourist season might bring slightly higher flow from snowmelt or intentional releases, but that mostly adds mist and spray, not a dramatic change in visibility. You’ll still see the falls.

Winter maintenance is where it gets wonky. Some falls reduce flow at night for ice management or repairs. That can expose more rock face and shrink the curtain of water, making it look thinner from the observation deck. Day
