Niagara's 'all-inclusive' is not Cancún. Read the fine print.

“All-inclusive” means less in Niagara than it does in Cancún. Most packages bundle accommodation with breakfast and dinner plus tickets to the big attractions — Maid of the Mist, Journey Behind the Falls. The real question is whether the included meals are at the hotel restaurant (often mediocre) or if you get credits at partner restaurants. The deals can be genuine value, but only if you’d have bought those attraction tickets anyway.
